If you can call someone and say, “The dialed number is not assigned,” it has two meanings. The operator is not assigned a number, or the provider is given, but the subscriber is not. To fix the number you have dialed is unallocated.
Each country has a number manager whose job is to assign number blocks to providers. The provider then gives the number to the user from the numbers block.
Unassigned means no owner or user for a specified number. The administrator has assigned it to the provider, but the provider has not set it to the user.

How to Fix the Number You Have Dialed is Unallocated?
The number does exist but is not given because any user does not subscribe to it.
Why would someone use an unallocated number?
Most people in business use unassigned or unallocated numbers. The telephone company allows them this for free.
When the telephone company makes a call, they receive a specific portion of the call charge.
Why did I get a call from an unallocated number?
Whenever you receive a call from an unallocated number, make sure it is spam. Someone calls you over an Internet Protocol phone, and they can use any number they like.
They can even enter your number. Phone numbers are spoofed, and be aware of these types of calls.
Wrong or incorrect number
It is the most apparent reason you receive a call interception message, such as “You have not dialed.” You should check the number to make sure you are calling the right recipient.

The spoof number
